二 | 《批复》要求，杭州市、余姚市、海宁市、桐乡市、兰溪市人民政府要切实加强项目实施的全程监管，组织专业机构参与指导，严格按照设计方案施工，确保文物安全。项目施工建设过程中如发现文物遗存，应立即停止施工，同时按程序由文物行政主管部门研究提出保护措施。
